Task 4

In task 4, a broad analysis of the socio-economic situation of the region was performed and the substantive assumptions for the Voivodeship Economic Development Program were prepared. At a later stage of the works, the completion of which is expected to be completed at the end of 2021, the document will be subject to public consultations and appropriate procedures, after which it will become a Program that meets the requirements of Art. 17 of the Act on the Principles of Development Policy and will become an implementation document for that part of the provisions of the SRW 2030, which will be responsible for the development of entrepreneurship. The results of the Regiogmina project will therefore be directly translated into decisions taken by the Voivodeship Self-Government in the field of stimulating and managing the economic development of the voivodeship.

The assumptions presented in the document relate in particular to: defining the goal of the overarching economic development (closely related to the objectives proposed in the assumptions to the voivodeship development strategy), selecting specific objectives for economic development along with an indication of the main priorities/directions of intervention, a proposal for a comprehensive set of projects for the implementation of specific objectives and the overarching goal (along with an indication of the entities responsible for their implementation, the priority of projects and the framework schedule for implementation) and the method of monitoring the level of program implementation and its results.

The document presents a general description of the socio-economic situation of the voivodeship and the level of entrepreneurship, social conditions for economic development, the institutional system of economic development support, analysis of the available support for entrepreneurs, analysis of smart specializations of the Kuyavian-Pomeranian Voivodeship, and clusters, the level of innovation and competitiveness of the region, analysis of investment potential and export region, as well as key forecasts concerning the conditions for further economic development. The diagnostic work carried out allowed for the development of a catalog of identified needs related to further economic policy coordination, which should be addressed in the Program. The following part presents an in-depth analysis of the possibilities of implementing a new model of economic development management in the Kujawsko-Pomorskie Voivodeship – taking into account the establishment of a specialized unit that would conduct analytical activities and formulate recommendations in the field of economic development activities (Regional Economic Observatory), the entity responsible for organizing, management, and coordination of activities related to the repayable financing of development activities in the region (Regional Financial Institution), as well as an entity which, thanks to its competences and resources, will play the role of an operational leader (Regional Implementing Institution). Three institutional options were proposed for each of the above-mentioned institutions. In addition, the proposed changes as part of the coordination of the new model of economic development management were also discussed in detail. The last part of the study contains elements characteristic of implementation programs, i.e. it includes in particular the identification of the main objective and specific objectives of the Program, as well as the priorities/directions of intervention for each of the objectives. In addition, this part presents project fiches (in the form of project cards) concerning activities that should be undertaken in order to achieve the objectives assumed in the Program. The principles of monitoring the progress in implementing the Program were also taken into account, and the estimated expenditure necessary for its implementation was indicated.
